HOWARD-- Kokomo's YMCA was surprised with an expensive gift on Monday. The Howard County commissioners offered 500 thousand dollars as a gift for a new downtown facility. Officials say the plan is to budget $100 thoudand dollars in economic development income tax funds toward the project in each of the next five years.
