KOKOMO-- A Kokomo businessman charged with unauthorized control of food stamps pleaded guilty this week in a Howard Court. Officials say James R. Archer is the owner of J.R Convenience store.. he submitted false reports of food stamp sales totaling around 1,300 dollars. He will now have to pay that money to the USDA Food Stamp Program.
