CARMEL-- The Carmel City Council voted to refinance nearly 200-million dollars in debt accrued by the Carmel Redevelopment Commission. The 7-0 vote came after weeks of debate in committee on how the refinancing could be done. President of the Carmel City Council said revenue from TIF funds will be used to pay off the debt.
