BENTON HARBOR-- The City of Benton Harbor is broke and police could be the first ones affected. Emergency Financial Manager, Joeph Harris, said on Monday that his first option may be cutting police protection in the city. Harris also considered putting the millage renewal back on the ballot or having the city petition for bankruptcy.
