SOUTH BEND -- When you see leaves on your yard, you probably make plans to burn them, but that could soon be illegal in some parts of St. Joseph county. A bill before the County Council would ban outdoor burning within any subdivision or neighborhood that has more than five homes. A possible vote on the measure could take place as soon as December.
