Traffic safety for buggies is at the top of the list. The Elkhart County Sheriff is teaming with members of the Amish community to reduce the number of buggy and cart crashes. Sheriff Brad Rogers tells the South Bend Tribune they're partnered with the Northern Indiana Safety Association to release a manual for horse and buggy drivers. The manual covers courtesy, buggy lighting, and rules of the road.
